Unable to delete or move files.... T42p

I have been having a problem with my T42P 2373-P1U since I have obtained it...

After downloading files I am not able to move or delete them. I get the standard file in use error.

I am positive that no other program is using these files... because I close out of everything.

Any ideas? Could the IBM's security software have something to do with this?

IBM Client security? Definetly not.
Of course it would help if you tell us which software you are using to download files. But what you can do is getting the freeware tool filemon.exe (http://www.sysinternals.com/ntw2k/source/filemon.shtml). This helps you to figure out what process is locking this file. My first guess: some anitvirus software.
