Dynamic clocking programs for the radeon gpus...

Hi,
does any1 knows if there is a program that dynamicly clocks the gpu of the mobility radeons down ??? because that powerplay on the 9600 with ac you can have only fully power or less power...or DOES the 9600 chip already clocks down if it is not used ?
How is it with the x300 ? i think there is the new powerplay5 in it, does that dynamic clocking ???
