Just a thought, where are you checking the speed?

WinXP Pro identifies my T22 900 mHz CPU as 650mHz. If I check cpu speed with a utility like SiSoft Sandra, it shows as 900mHz.

Do you have the latest BIOS and ACPI Power Management installed? I guess you changed the Power settings in the BIOS, right? Should be enough, but make sure you set the Power Schemes to High System Permormance in Control Panel's Power Options.
