Ok, a short fan is a short fan, more or less.
The GPU shouldn't get very hot in that system, unless you are running 3d graphics.
You could try out IBM_ECW so you can control GPU power states, it can undervolt the CPU and control the fan as well.
What I'd do is take out the cooler and clean it, maybe the heatsink is blocked by dust?
And then mount it again with some high quality cooler paste.
I have a 14" T43p with a 1.6Ghz Pentium M overclocked to 2.13GHz and undervolted, it didn't undervolt all that well though, can't remember exactly but around 1.2v@2133MHz
It has the T43p long fan, with the original noisy fan, it rarely get hotter then 60C, when watching movies.
