T43 fan behavior, is it normal?

T43 fan behavior, is it normal?
Well, if I start up, I get the "Fan runs at maximum speed, then slows down, and speeds up", untill I finnally get into windows. Now if I idled or used minimal processing power, the fan stops completely. But after a while, it will spin to maximum power, then slow down to a mediumish noise level.
Anyone know why?

The fan starting up on boot is normal (the system board is testing the fan to make sure it works).
As for the continuous fan noise, do a search for 'fan noise'... I have complained about this noise and written about it quite extensively
