T42p's battery won't charge while the laptop is turned off

I have T42p, working new battery, working charger.
The issue is that the laptop won't charge the battery while it's turned off and the battery indicator on the screen panel does not shows up.
But as soon as I turn on the laptop, battery start charging and indicator shows up.
Also the battery runs out in this laptop about 2hrs, and at this time this battery works about 4hrs in the R50e (with almost identical specs).
Does anybody knows how to fix that? Thanks!

So, I dismounted the motherboard but can't locate any blown fuses or other fired up components.
Can anybody help to locate the problem?

This is only a guess:
I suspect your charger may not supply the proper voltage and a possible Thinkpad's Z-Diode blocks the current. Only if you feel safe for electrical testing you may measure the charger's output voltage on the plug you insert into the Laptop. Be carefull, that you do not short plus> and <minus> and irreversible damage your charger. Look at your charger"s imprint for the voltage output. If you try a different charger be aware that many of them deliver a 3V higher voltage (19V) then the IBM charger (16V).

For a workaround, try charging while suspend to RAM (stand-by) and give uspend to disk (hibernate) a try too.

RBS ... thanks for clearing things up about the images. I also see the same google message. I was wondering if it was my browser or still using WinXP.

No not at all same specs, GPU wise. the Radeon 9600 / FireGL X2 in T42p is so much more power hungry than the integrated graphics. Also IPS screens takes more juice. I noticed those things one by one as I gradually turn my T43 into a T43p.
My suggestion as to why it doesn't charge while powered off:
1. check where you routed the BT antenna if you did not use it, I had that same problem before on my T43 only to find out that the contacts on the BT antenna shorted out some components on the top left corner.
2. check where the metal parts of the palmrest go to. I accidentally bent one of the metal parts by my keyboard and also shorted out some other components.
3. Use multimeter to test your fuses. I had seen several blown fuses on mobos, but none of what I seen can be diagnosed just by a pair of eyes, and they only show after a conductivity test.
4. If you wanna to go all out and do labour work, take the mobo out of its casing completely and attach the bare minimums (fan, CPU, battery, LCD cable + inverter) and see if it charges while powered off
