CPU speed fluctuates slightly even at max performance?

Just wondering why this happens? I have noticed this both while looking at the CHC monitor in the task tray as well as when I check system under control panel. Even when I'm set to max performance, my CPU speed fluctuates slightly. It seems to go between 1998MHZ and 2001MHZ. I would have thought that at max performance, it would just level off and stay at a steady speed?

Have others noticed this as well?

I've never seen a computer where voltages didn't fluctuate some, and CPU speed didn't also fluctuate a couple Mhz here or there

Yep, it's normal, mine does it too. It also has to do with the way CHC constantly polls the CPU, whereas other programs might poll it when it's opened and thats it.
