T42 Charges and works with the battery in but without battery will not power on.

I have checked the charger and it is putting out 16v and seems to be working fine. When I disconnect the battery and try to run it on the AC adaptor/charger I get no response at all. I then need to disconnect the charger and hold down the power button (to get ride of static buildup I am guessing) and either run it purely on battery or the charger with the battery inserted. Also, if I let it sit off, with just the battery in for too long (half a day or so) it will not start and the power button needs to be held down with the battery out to fix things again.

-Could this be a voltage regulator or capacitor problem?

It seems to me like the battery is acting as kind of a buffer to keep the voltage correct?
But I am a noob and would appreciate your help/expertise.
