IRQ conflicts

T41, BIOS 3.16

Among the MANY problems I have been having with this machine has been its reluctance to install a USB scanner. I notice in the BIOS settings, that practically everything is set to IRQ11, e.g. PCI INTA to INTH are all pointed there, and any USB device seems to be allocated there. Doesn't this make conflicts more likely?

Is it OK to change the BIOS IRQ settings? And if so, what should I choose.
The selections "auto select", 3,4,5,6,7,9,10 and 11 are all available. Why would the default be 11 for so many things?
