First, how old is this battery?

Second, what's the wear level?

(Click on the BMM battery status, click "Battery Information", click "Battery Health", give the info - namely, the "full charge capacity" and the "design capacity")

Also, DO NOT STOP THE CHARGE WHEN DOING A BATTERY REFRESH. Do it with the laptop power OFF, as well. Wait until the charge light stays STEADY green.

Make sure you're using the "Disable Shut-off Timers" profile, and make sure the critical battery alarm is disabled (you want to run it to 0%, and if it's enabled, it'll sleep when it hits 3%). Make sure it's indicating 100% when you unplug it to do this.

it's capacity is at 3.45 Wh. yesterday it was at 37......there's no way it should do that.

Yeah, I'd redo the refresh, possibly multiple times, then.

My older T22 does the same thing.

At around 85% it skips to 3% and invokes standby or hibernation.

I disabled hibernation and standby and let it run.

it lasted over an hour with the gauge reading 1% and 0%. I let it drain to nothing and am now recharging it to see if the battery gauge will resync.

It'll do as much damage as a full drain and full recharge, which is one cycle on the battery.

You have to do this to resync the gauge...
