T43 UPS delay .... anyone encountered this issue?

My T43 is getting delayed at every step at UPS. Does anyone know of the following exception: PKG DELAY-ADD'L SECURITY CHECK BY GOV'T OR OTHER AGENCY- BEYOND UPS CONTROL. I think something fishy is going on. Also UPS is so inefficient compared to Fedex.

It already got cleared once, was out for delivery from the local UPS station. Then another hold!!!
