question about replacing the fan on T43

I called technology support of IBM, I can send T43 back and have the fan replaced. Anyone has similar experience? Will the new fan fix the noise problem? He said the fan-always-on is designed to be.

I've read about pulsing and whining fans being fixed but not the fan-always-on problem, which seems to be inherent to all T4x machines to some extent. My T43 fan is always on low, and my T40 fan was nearly always on.
