The two usb ports on my T42 work normally except when the plugs are jostled or moved even slightly while remaining snapped into the ports. For normal use, this is not really an issue; it becomes an issue, however, when I turn the laptop while it's sitting on a table -- the cables will pull a little and this results in loss of power to the usb devices.
Is it worth sending the laptop in for repair for this issue -- will they even consider such a relatively minor issue as a problem in need of repair? Anyone else ever have this problem?

Most likely, they won't "tighten up" the USB ports; rather, they will put a new system board in if they deem it is too risky/complex/inefficient to do localized work on the USB ports. 
I understand your feeling about not wanting them to mess up something else whilst they are trying to fix the USB ports.
