Hi,
Just got my thinkpad back from Ezserv. They replaced the motherboard again. Of course, the problem is not fixed. Whenever the computer comes back from hibernation or standby, the CPU ramps back up to its full speed instead of staying at 800mhz. It does not matter which power setting I use, it always will change after hibernation or standby.
Any ideas as far as how to fix this or what could be causing it? This is becoming extremely frustriating.

I cannot see how what you describe can be a motherboard issue. Something is corrupted in your Windows XP installation and -- short of reinstalling XP -- you may be able to override the problem with the SpeedSwitch XP utility found here:
