Yeah, I just gave up on it. This thread, other threads, I've tried everything. It's just a pain in the [censored].
IBM FrankenPad T61p: 15.4" 1680 x 1050 (WSXGA+) Screen, 2.5GHz Penryn T9300, 4GB (2x2), 149GB Seagate ST9160412AS (7200), 24x-8x DVD(slim), some sort of Wireless, Win 8 Pro 64-bit with Media Center
I don't have an answer to this problem, but I do have some evidence
that might help somebody else put the pieces together. I recently
bought a pair of nearly identicle used T41's.
One came with the USB problem, the other one did not.
Both had been given a fresh XP OEM install. I added SP2 and all the
XP updates and that had no effect on either machine. I also applied the
embedded controller update and XP-updates from Lenovo and saw
no change.
I reformatted and repartitioned the hard drives so that each had identicle
10gb C: Drives and then made a back up image of the C: Drive on the
machine that was NOT having problems. I restored that image to the
machine that WAS having problems. And the problem persisted.
The only visible physical differences were the hard drives and optical
drives. The good machine has an 80gb Hitachi HDD and Panasonic/IBM
DVD-ROM/CD-RW. The bad machine has a 40gb Hitachi HDD and a
Toshiba/IBM DVD-ROM/CD-RW.
I can't recall if I only added the BIOS update to one or both. I do know this,
they ended up with different BIOS versions. The good one had version 3.21
while the bad one has 3.23 so I applied the version 3.21 update to the bad
machine, and this too had NO effect. I have not had any luck with the so-
called "driver dance".
According to Belarc, both have the same storage controller and bus adapters.
They have the same processor and amount of RAM. Both are model #23737JU.
The good serial # is 99 PYBRW, the bad is #99CBLAD. Belarc reports the same
model number for both main circuit boards, with a serial # of J1VKG468287
for the good and # J1UYB4482LU for the bad.
I hope something in here might help some else figure this out.

This just started on my T40 a couple weeks ago. Went through all the driver updates, uninstall, rediscover, etc. and no change.
Ordered a PCMCIA USB 2.0 card to get some more life out of this machine.
Just installed SP3 a couple days ago, has nothing to do with Windows maintenance as far as I can tell.

Can anyone recommend a PCMCIA card that runs at USB-2 speeds on a T42?
I've bought two PCMCIA cards from E-bay. Both were no-name brands allthough the drivers referred to VIA or Nec.
The $2 VIA based card died on first use.
The $15 Nec based card only reaches USB 1.1 speeds in my T42. When I attach a USB mouse to the Nec card, the pointer doesn't move smoothly but skips from one position to the next.
On the T61, the Nec card works "ok". It reaches about half the speed of the native USB 2.0 connections. And an USB mouse works fine through the Nec card.

I found the solution to the slow usb speed. To fix it go to "Device Manager". Then go down to "Universal Serial Bus Controllers and then drill down to each USB Root Hub entry, open "Properties", then select POWER MANAGEMENT Tab. From there 'unselect "Allow the computer to turn off this device to save power".
After doing all of them, USB speed is now 480mbps, USB 2.0.
If someone has already posted this, please disregard. This problem was driving me crazy for quite awhile.

I went through all these discussion/debate: SW/HW issue?
The answer is just "depends". But definitely the south bridge chipset in IBM T4x has some firmware fault, it will cause USB 2.0 speed control circuit short. If you got luck, the short might be temporary, and after you stop using it or disable it/reinstall, you will somehow get USB 2.0 back. But you keep using it, espcially charge your PDA, HD(powered by USB port), etc, the hardware will be damaged. Actually it's not only in IBM, but also every laptop using this south bridge chipset. I guess, some IC designer made some stupid mistake somewhere, or some resistor just failed.
I have researched this for years, since my lovely "black book" - T40 just lost USB2.0. I tried everything, including re-install XP from recovery partition, update driver, swap all kind of Intel 8xxx usb2.0/usb2 driver, disbaled all power management, everything possible.
For those who still have USB 2.0, please be careful with all kinds of flash disk, external HD, PDA, etc. But anyway, it's not far to lose it. The only thing is replace those south bridge chipset but not only exchange the motherboard!!!
For those who still try to find solutions, the right way is to go into those driver files and find out some tricks there. But every time we talk about driver, it's already hardware issue, because without decent understanding of hardware address, interruption, I/O, etc, in another word, you must be hardware engineer/fan in this area, you cannot write/change driver, otherwise you will kill your USB by yourself. Anyway, if we have some skillful engineer here, please do and help us. It's so painful to use PCMCIA usb card or only USB 1.1.

Well, I found out that mine is a hardware problem. I read through this entire post because I share the same exact issues of "This device could perform faster" message on my T40. I also found it strange that the usb ports became flakey after I reinstalled XP Pro SP2.
I like the T40. When the laptop had the dreaded GPU falling off the board problem, I had it repaired. ($200 since it was out of warranty) I figured it would be better than buying a used T40 since I've known the service history of my own machine and everything was in overall great condition. Then came the crappy USB problems.
So today, I installed SP3 and when I plugged my seagate 1" USB 8GB microdrive, it was going at the full usb2 speeds. While I was streaming a video from the drive, I decided to give the laptop a bump test. I raised the front of the laptop about a 1/2 off the desk (using the rear of the laptop as a pivot point) and let the laptop drop. I would say the force looked about the same as a "Word just trashed my 20 page paper and there is no recovery file" hand slam to the keyboard. Nothing that would make keys pop out.
Right after the bump, I hear both the usb device unplugged and plugged in wav. The video I was watching froze. I thought, "Oh, it just switched to usb 1 again." Nope. XP did not see the drive anymore, but I didn't get any kind of error. Then I heard it. The micro drive was making a "buzz...buzz...buzz" sound. It was the sound of the drive trying to spin up, but the platters were not moving kinda sound. Keep in mind, I did not hit the seagate drive at all, only the laptop got the bump. I tested the seagate on a different computer on two different usb ports; same dead drive sound.
And so the T40 sits on my desk, still running windows, completely oblivious to the fact that it just killed my poor usb drive.

I find it inconceivable that this thread started on 8/14/06 and there is no apparent fix for this problem. I bought an off lease T41 early in 2008 and it was still under warranty. The little windows popped up telling me that the USB ports could run faster and a couple times I tried to solve the problem. I quickly came to dead ends and never really needed a faster USB port speed until now so I never did anything. I guess that's why I never found this forum until now. I am trying to install a USB TV tuner and 3 different brands all tell me the same thing. I need a faster USB port.
I tried changing the driver to USB2 and lost all USB functions. I rolled back the driver and am now back to slow speed with a working mouse and some other USB accessories. Another solution for USB ports is - clean them inside. There is some change that USB connectors oxidize after some time which will cause increased resistance. This thing will make Windows to think that USB port is slow one. There was some article somewhere about this problem. BTW, I have the same problem, but didn't need to solve it yet...

But it happen as soon as I installed Norton Ghost... The system went boom
I also had an old Maxtor 100GB external that is no longer working because of it 
I wonder if there is a relation with Norton messing up the directory or something, even Norton AV is knowne to be really bad for installing al sort of crap... And I am sure that in 2008 a lot of IMB user where using Norton.
Anyway, like all you I did the same, reboot 100s time, drivers and all, to no effect...

Yes, the solution is either professionally reballing of the Southbridge chip. or replacing the motheboard.

From what I read in many topics, replacng the motherboard do not always work, or only work for awhile, then I was looking at something duifferent. Also it happen as soon as I installed Norton

I still beleive, like many, that because of the above it could be a software bugger, not the MOBO. Like the IBM connectionwas always taking over Windows, cutting me off all the time

I install ALI see if things would be better as I got a cardbus with USB and firewire and its not working... Anyway, what I install is there, the USB 2:

Is this normal or this could be a mess in the registry or else as the network adaptor seems to be attached to the USB as well?

New thing had happen...
I install ALI see if things would be better as I got a cardbus with USB and firewire and its not working... Anyway, what I install is there, the USB 2:

I also uninstall the USB in safe mode as explain thee:

did you try installing a fresh copy of windows?

I previously did a total restore to the system with the recovery dics. Same
Don't want to do the recovery again as its a pain to put everything the way I like it again.
I read that some did the window reinstall and it was not working either?

Back to the "endless" topic.
Now, when I un-install the USB, after sterting all is good, windows find the USB, install it, by then I am on USB2, untill the system look for "updated drivers" then Boom! Back to USB1
Where are the drivers in the memory? I got the full IBM install that is created more bugger then anything else, the latest was the IBM jave, why there was an IBM java I have no clue, but now I got the latest java only, deleted the ibm thingy.
I could just delete the "update" USB drivers and all might be fine? Maybe? Who knows....
