On my T41p, it says 1,69Ghz, where yours say 209Mhz.
So I think this is not RAM speed, but current processor speed.
That being said, I have no clue as to why your processor would go down to 209Mhz. Try setting a different power profile, put the computer on AC, and see if the speed goes up...

i got t42 1.7 and it shows the same thing then i run
it on lowest settings on battary
but i belive we discussed that before and agreed that
windows can not show clock speed correctly for some
reason and its actually 500mhz

Speedstep lowers the speed of the processor based on current system requirements. If you go into your power management setttings and remove control of the processor from the OS, as well as configure the bios to maximum performance all the time, that speed will go back up to the initial processor rating.
Nothing is wrong with the unit.
