I was forced to get a new HD, and I have come close to full restoration.
However i have some files on cd's which i encrypted with the security chip.
Is there any way to crack them or to decrypt them?

You need to be much more specific, e.g.:i have some files on cd's which i encrypted with the security chip
- did you use SecureDrive to do the encryption?
- what version of CSS are/were you using?
- did you select certificate authentication or password?
- did you set an administrator password for the encypted drives/files?
- what have you tried so far and what were the results?
The security chip holds private keys that encrypt your security keys stored on the Thinkpad hard drive, it doesn't store your keys directly, so "encrypted CDs with the security chip" is not entirely clear.

Basically, unless you can reccover the keys from your old HDD, or unless they are on the CDs, no.
If the data is very valuable you could google for data recovery services. For a price you may be able to find someone who will be able to recover the keys from the old HDD, even if it is crashed.
