T20 battery will not charge in suspend mode

I recently bought a new battery for my T20 because the
old one was losing its ability to charge completely.
The new one doesn't charge when the laptop is in
suspend mode. It seems to only charge when actually
running. If I swap the new with the old, everything works
as before and the battery charges even when the laptop
is in suspend mode. So this is a problem only with the
new battery.

I've returned the battery 3 times and then finally bought
another from a different place, but the problem persists.
In fact there's another problem. If I connect the power,
suspend the laptop, and then start working again,
the battery charge remains at where it was before it was
suspended. I have to disconnect the power and reconnect
in order for it to start charging again.

The first 3 new batteries were from the same place
that the old one was. I asked them if they had changed
anything since then but they replied saying they were
not aware of any.

For now I've just decided to live with this problem because
I just don't know what to do. I'm tired of going to UPS/post
office to mail back returns.

Has anyone else encountered this problem? Any suggestions
for how I might debug or fix this issue would be much
appreciated.

Are these IBM batteries we are talking about? If you battery is low it should charge not mater if in suspend or turned on.

These are non-IBM batteries that are supposed to be 100% compatible.
The original IBM battery costs twice as much. My previous battery
was also an non-IBM and that worked fine (and still does except
that it won't hold a charge now for very long).
