Yes definitely as K. Eng says; LCDs are not like CRTs where phosphors are constantly scanned many times a second by electrons. The lit time is short, and remember that the screen is scanned progressively, one line at a time, it isn't the whole picture so a low refresh rate is very intrusive, and will hurt your eyes.
Technically, LCDs not refresh at all; when the display does not change, the pixels can stay lit as long as the proper voltage is applied. To redraw, LCDs need to switch one sub-pixel off and switch another one on, which is sort of like a refresh concept, but response is much better terminology here since LCDs don't need any periodic boost to stay lit. So the 60Hz is not as horrid as it sounds, 16ms LCDs can barely redraw faster than this right now, and since no sequential scan is necessary (i.e. whole screen can redraw at the same time), the effective refresh rate is higher in terms of perception (except for the ghosting, smearing, etc..) since it is more solid state.
