Ctrl, Shift, etc. not working in photoshop

Hi-
I am not sure if this is the right forum but I am having problems with the T42p keyboard and Photoshop CS. Photoshop won't recognize that I pressed Ctrl+A to select all or anything like that. Ctrl works on other applications so I don't know what to do here. Does anyone have any experience with this and if it might be an IBM app or something specifying how the keyboard behaves in certain programs? Thanks for your help-
