Notebook Cooler
Does anyone have an idea if a notebook cooler is effective for a IBM T41..

We've found that the T4x series tend to run fairly cool in all environments (with the exception of the HDD getting a bit warm under extreme conditions). I find it surprising that you are considering a cooler.
On a side note, I think they should be supplied as standard with Dell's though

A cooler can help alleviate built up heat, esp if its uncomfortable sitting on your lap. It is also a good idea if you run the system on a desk consistently. The big thing that I believe a cooler will do is help preserve your battery. Heat is a big factor in battery life degradation and whisking all that excess heat away will definitely help.
Otherwise, it shouldn't make much of a practical difference. If your system for some reason experiences random lockups or reboots, these might be heat related. However, as someone already mentioned, Thinkpads run pretty cold as is

Have used just about every ThinkPad since the T42 days...

Yes, 45 degrees celsius at 600Mhz doing office stuff is not bad, but that's still pretty hot for all day use on your lap, especially since that makes for poor airflow and heat coming from underneath. I'm a bit surprised no one sells coolers designed specifically for lqptop use made of thick plastic maybe.

Or, not much effective, but good to place a book between the rear-end of thinkpad and desk for a better airflow
