The embedded security chip has been deactivated

Sometimes when I boot up my computer I get this message:

The embedded security chip has been deactivated....

I then have to logon to Windows with password instead of fingerprint, enable the chip, and reboot.

I never deactivate the chip. What causes it to be deactivated?

Got to add and remove programs and uninstall the Client security solution and reboot, that should fix it.
