T40 with horizontal lines on lower 1/3 of LCD

I picked up a T40 for my wife and was updating Windows when these horizontal lines on the lower third of the LCD showed up. They were evenly spaced, about 1/32" apart. You could still read, but it was like every other line was white. I shut the system down, then restarted. They flahsed on and off with the IBM screen and then when Windows finally came up they continued to flash on and off. I haven't had a chance to connect to a monitor to see if the problem show up there. Any ideas as to if this is an LCD problem or a video chip problem? Either way I'm thinking I'll have to take the T40 back. Any suggestions/ideas would be appreciated. Thanks.

I've done a couple more tests. Hooked up an external monitor and everything is ok on that. So, I'm guessing there is a problem with the LCD. The T40 I purchased looks like it has a brand new keyboard and that there was something done to the LCD. It's missing the plastic strip under the LCD led (wireless, power, battery, etc) and the filler piece to the left of the LCD release/clasp.

Do you think it might be a cable/ribbon problem? Inverter? LCD? I'm not to familiar with LCD issues. Any help would be greatly appreciated. Thanks.

It's for sure not the inverter. Some motherboard problems only affect the LCD, but it is probably the panel. Cable problems are unusual but possible.

My guess is the panel.
Have seen a lot of them with vertical lines, first time I hear something about horizontal lines.
