T22 w/Intel Mobile Combo - Modem speaker volume is low

The modem speaker volume is low and I cannot adjust it. I have seen another T22 that the volume is extrememly loud. The modem volume slider on the modem properties has no effect. None of the sliders in the volume control have any effect. Does anyone know how to adjust the level?
