fn + keys - hotkey menus gone

Format c:, fresh Windows xp sp2 installed, Ethernet driver installed and I started to download other drivers.

Manually downloaded everything (as always) and now I don't have those black menus which pop up when I press fn + function keys.
Key combinations work but without menus.

I tried system update and software installer, but nothing helped...
Software installer tries to download HOtkey driver everytime I run it...
In c:/program files/.../hotkey I have everything and when I run manually the menus appear, but when I run TPHKSVC it does nothing.

I don't know how but after another reinstall manually installing everything except hotkeys (those via software installer) everything works fine....
