customize keyboard for "windows(r)" key - how?

Is there a way to customize the keyboard so that the Windows(R) key could be some other key instead of the limited options in the Keyboard Customizer? I use the key board for another language (Latvian), so I really need the Rt.Alt (AltGr) key. I also use the Lf.Alt + the arrow key quite a bit when I need to select text. I use the both Ctrl keys for other things. I need both Shift keys for regular typing tasks. For me, the best key for Windows(R) would be the backward apostrophy (`) key, the one shared with the tilde.
