No desktop icons at startup

Quick start-system tray bar IS present...(Accross bottom of screen), as is background color...
Normal restart not posible...
...hit on 'START' yields no 'Standby-Shutdown-Restart' box...
...power button does not shut down...(As set in power options)...
Must remove AC cable & battery to restart...
Condition is intermittent...sometimes present...sometmes not...

My best guess...
A) Result of some update...
B) Battery condition...
C) (Edit) Virus...(Scanned-result negative)

Have tried Software Installer...wich I found to be no longer suported...(I refuse to install System update)...

Seraches have yielded nothing yet...

Any ideas or similar experiences?
