Which is the adjustable minimal frequency (MHZ) of the cpu and the ram?
3)
Using the video card only for Internet and for to watch of the small video (NO film), the 9600 have which thing in more that it deserves regarding the 9000?

1) The Radeon Mobility 9000 will consume less power than the 9600.
2) I am not sure, but the ATI drivers come with Powerplay, which reduces the clock speeds when the GPU is not being used heavily. I personally would recommend using Powerplay instead of something like ATI tool to underclock your GPU.
3) For mainly internet usage, I would go ahead and get the 9000 since you main concern seems to be battery life. In my T40 I have the 7500 and it plays DVDs perfectly fine, so I don't see you having any problems with the 9000.

1) The version of Powerplay will be the same with the 9000 and 9600. As far as I know, the 9000 and 9600 are built on the same process scale.
3) The 9600 will be better at video decoding as well as other things. This is the trade-off. The 9000 uses less power but doesn't perform as well as the 9600 in some things. I am not sure how much of a difference you would see in something like DVD playback.

Why bother which GPU uses less power than other one.
IMO, the CPU is the one that consumes also more watts. My T30 had the 7500 GPU and the machine overall had bad battery life.
If you're concerned on battery life, undervolt the CPU furthermore with Notebook Hardware Control. Video drivers provided by Lenovo provide the Powerplay feature when using the laptop in battery power.
I have not been able to reduce the GPU power consumption under AC power, ATI tool is the only way to go.
When underclocking my FireGL T2 (very similar to the 9600) I use ATI Tool and set the memory/core speeds at 70Hz. this shaves about 1-2C off.
