factory settings

I have reformatted many times in XP, then switched to Vista, now back to XP. I was looking around (booted rescue and recovery at system startup) and just noticed the factory settings options, but it says it has been deleted from this system. Is there anyway to recover this option?

You would need a set of recovery CDs
