I was trying to install COD4 and I got everything done then go to play it and this pops up.
"Video card or driver doesn't support frame buffer blending ops beside add."
I have a T-40, ATI Mobility Radeon 7500.
Is there any way to fix/get around this or am I screwed?

Your Ati 7500 does NOT meet the system requirements for the game...
System requirements Minimum:
- Intel Pentium 4 2.4 GHz or AMD Athlon 64 2800+ processor or any 1.8Ghz Dual Core Processor or better supported
- 512MB RAM (768MB for Vista)
- NVIDIA Geforce 6600 or better or ATI Radeon 9800 Pro or better
- 8 Giga bytes of free hard disk space
Recommended:
- 2.4 GHz dual core or better is recommended
- 1024MB RAM (2048MB for Vista)
- 3.0 Shader Support recommended. Nvidia Geforce 7800 or better or ATI Radeon X1800 or better:[4]

I got the Call of Duty 2 running on my T41 (see sig.). It worked on the Radeon 7500/32MB although the game requirement is a 64MB gfx card. The only glitch were the in-game movies (mission briefings), they didn't work (only audio, screen remained black). The game itself was pretty fast and playable.
So you see, if the second installment already has (minor, but still) problems, you can't expect the fourth to work on your HW.
