Two possible causes:
- pushbutton eject switch on the drive is broken/partially depressed
- mechanical emergency eject spring/lever is out of alignment
If the tray opens up only when the system is powered up, then I'd suspect the pushbutton eject switch. If the tray opens when the laptop is powered off, then that might mean the emergency eject system is the issue. In either case, replacing the drive should cure your ghostly problem.
