Whirring (Video Card?) When Scrolling/Moving Windows

I just set up a new (used) T42. It whirs a lot when universal scroll is used, or when windows are moved rapidly. Buzzing might be a better word for the sound.

It's a problem on many PCs that may have something tno do with the video card. My old T42 didn't have the problem though. Is it a sign of a problem PC?

The noise gets progressively louder when:

1.) On A/C power
2.) Outputting video to external monitor
3.) Attached to port replicator II
3.) Attached to port replicator II outputting video to external monitor

I can have the unit exchanged, but that will leave me without a PC for another week at least. And who knows - maybe all T42s with these specs have the issue?

Some people with other machines have had success reducing this sort of noise by adjusting CPU settings using an application called RMClock.

One setting that people have recommended changing is "Popup Mode". That option is grayed out for my CPU, which is a "Dothan Revision B1." Anyone have any idea what that is, why it might reduce noise levels, and something similar I can try without destroying the PC?
