battery question

Can anyone tell me why a battery that says it only has 47 cycles on it would be in the red? It actually says "47**" Do those stars mean something? If a battery is in the red, can you get any life out of it by running the "restore battery health" program?

Also, how can I get the TP Configuration program on my son's laptop? I went looking for it on the lenovo site, but guess I am too ignorant to find it.
