T43 ERROR 0210 Stuck Key FF

My Thinkpad will not boot up when it is undocked. And when it is docked it will only boot up if I have a PS2 mouse plugged into the docking station.

If I try to boot up undocked or with no PS2 mouse the Thinkpad displays the splash screen and goes no further. If I then plug in the PS2 mouse the system displays the following

ERROR
0210 Stuck Key FF
Press <F1> to SetUp

I then press F1 and go to the BIOS. From there I press F10 and the system continues to boot. It then comes up and everything runs fine as long as I remain docked. If I power up with the Thinkpad docked and the PS2 already plugged in the laptop boots up properly.

Any ideas?

Change the BIOS to NOT report keyboard errors.
