First where do I register it with IBM?

Secondly my brothers Sony S260P easily outperforms it in wireless signal reception. Is this common?

Start -> Programs -> Access IBM -> IBM Registration

the update of drivers and bios is pretty much automatic these days..

you can let the system do it for you (update copnnector) or you can check for individual updates, here:
http://www-306.ibm.com/pc/support/site.wss/home.do

probably a good idea to do it manually as some updates are not worth the effort..
