get "bus mastering" errors for Intel PRO/100 nic u

i recently installed NT workstation on a T21 (model 2648-ED2). i installed the Intel PRO/100 Mini PCI adapter driver from the ibm website here:

during installation nt complained that the slot was not set up for bus mastering. it said:

PCI Configuration Error Detected. Bus mastering has not been enabled. The driver will attempt to enable bus mastering when it loads. Run adapter diagnostics to see if bus mastering is allowed in this slot.

when i reboot i get the error:

\SystemRoot\device driver could not be loaded. Error status was 0xC0000020.

i've looked in the bios setup for bus mastering settings. i can't find any. is there an "adaper diagnostics" program for this adapter? any help would be greatly appreciated.
