How did you reinstall Windows?

If you did it from the backup cds or from the system restore on the HD then it should be there.
If you installed it from your own Windows disc then you can download the program here.

I've had that problem twice.

The first time was when I had used a utility from grc.com to turn off some windows services that the website told me "no one ever needs in normal use". (Turns out IBM uses it to call the window when you press Fn F5) Re-enabling the services fixed the problem.

The second time was when I messed up the drivers for the wireless adapter. Though when I did that, I got a dialog box that told me there was a problem when I pressed Fn f5. Reinstalling the wireless drivers fixed the problem in this case.

Make sure that an abstruse service named "Spectrum 24 Event Monitor" is installed and running. Also install the Hotkey Manager and Access Connections and follow all the tips in older threads on this issue.

Boy I had so much fun with this this weekend. I think I could no longer recommend a ThinkPad to my worst enemy.
