T41 displays garbage video patterns: can a reflow fix this?

The machine is 2374-9FU with the ATI 9000 chip.

The machine display patterns of colorful garbage video both on LCD and external VGA, it does not even boot to the IBM logo screen.

The hard drive seems to spin and the num lock and caps lock are responsive.

Is-that a candidate for a reflow?
