FSB 400 - ram (133/166 mhz) locked to 100 mhz?

ram 133 /166 mhz
I want to set the ram locked to 100 mhz, battery and power supply. It's possible?

I use Win 98SE and when I bought the laptop, there was Win XP. I tried it and installed the Centrino Hardware Control version 1.8.6 (ver. 2 I do not like). I remember that I changed the frequency of CPU and voltage, I can not remember the FSB. Now I have found a way to run this utility in W98SE. But it disappeared from the Internet. Strange.
Can you know where you can download?

As for the FSB, I do not remember ever having found a way to change it manually.
