thinkpad T42 won't turn on

I have been working on this thinkpad off and on and replaced several parts since getting it for $100 several mo ago. I have upgraded the memory to max, replaced hard drive and just had to replace heatsink and fan. It worked for a while and I got the anti-virus and a few things updated and then turned it off. I put the battery back in it and tried to turn it on with battery and power cord. It will only flash like it's going to start and nothing more. Then will do nothing until I unplug and plug back and then repeats the same thing. I have removed battery again and still the same happens. I charged the battery up and then tried with just the battery to no avail. Any other suggestions would be greatly appreciated.

Have you tried reseating the memory, or trying different memory as this can be one of the main causes of boot problems

I have reseated it several times but not tried new. Maybe I should do that before anything else. Thanks for the input.
