I wasn't the one who locked it, but my assumption is that the mod who did decided the conversation had run its course and needed to end before it descended into juvenile mud-slinging. Yeah, you know, I guess we assumed that users here were more mature and could handle a few more new emoticons without going crazy by filling posts with them.
The thing is, most people know what "getting out of hand" with the emoticons means and it takes a determined effort to get it to become annoying. Now, an avatar? All it takes is a few quick clicks for a far more devious effect.

I'm the one that locked it, as the last post states. I locked it because, as nonny said, the thread had run its course.
Even the number of emoticons that the OP in this thread used, do not add up to what some single avatars might add up to.
The reason that Admins have Avatars, is so that they will stand out, and there is no confusion as to whether that person is an Admin. An example.....there was a user several months ago that created a user ID named Administrator, I beliieve. This person had a few members confused as to who they really were. A user ID like that will not likely happen again, since Bill verifies each and every member on a case by cases basis, but still....the Avatar stands out.
