Pidgin-blinklight for windows

Hi,
for the longest time, Linux users have had a plugin to flash the thinklight for incoming messages on Pidgin/Gaim, but the implementation did not work on Windows. With Yak's thinklight library, and some butchering of the original blinklight code, I've written a plugin to do the same functionality in windows.

The source code is included in case somebody with more experience with Unix programming decides to get adventurous, but the DLL should work for most people.
