"New Text Icon" Message

One exactly one of my Thinkpads, a T500 running Windows 10, I'm getting a popup in the notification area every time I restart or log on. It is something like "TPFan Control New Text Icon".
What is this telling me, do I care, and what do I do to stop seeing it?
