Interesting bug... :S

I will set it to speed seven on my system (hot ambient temperature, so I have to get the fans spinning as fast as possible). It'll hold around 3800-4000. Then, it'll jump up to 4500-7000, and then drop back down, then gradually creep downwards.
Setting it to BIOS-controlled yields speeds of 2700-3300, and it stays in that range.
Any ideas?
XP Pro SP2 w/all patches, v0.18 of T43 Fan Control. System specs in sig (the R51e, not the X21.)

Some form of over-shoot on the part of the EC controller; to my knowledge, it never stays at 7000RPM for long at all; trying it out, it only goes down a little bit...but that depends on the ambient temperature. A similar thing happens on my system, but it isn't that drastic.

Well, by "creep downwards", I mean that it creeps downwards from 3800-4000, to, well, I stopped it before it hit 2200.
Ambient temperature is 85 F.
CPU at idle is 60-62 C (not F).
