Short of soldering a resistor inline to your wire (I wouldn't recommend it) no.

It can't be done with the resistor, the fan controller will compensate the voltage and the fan will spin at the same speed as without the resistor.

I am interested in similar hardware solution, but there has not been enough feedback on this forum to convince me to attempt it. If you try it, please report back here.
