When i power up my T23 i got screen with IBM thinkpad logo, and down it says press F1 from IBM bios setup utility.

And when i press F1 button, it says Entering IBM BIOS SETUP UTILITY, and that's it. Notting changes.

Welcome to the forum.
If there is no hard disk in your T23, and/or no CD drive, and/or no mains battery, and/or the CMOS battery is dead, it may take a while before anything happens when you press F1 to go into BIOS.
You need to be patient.
And you need to press that F1 as soon as you see the IBM logo.
Do NOT press Escape, you will only get the screen that is shown in your picture.
Most likely your hard disk is not formatted.
Press F12 to select from where to boot, see if that helps you get started.
Lovely day for a Guinness! (The Real Black Stuff)

I have not messed with any of the T2? systems in at least 2 years. That said one of them I had would take forever to enter the BIOS. Forever equals 5 mins or so. Never did figure out why it took so long, but in an age of instant screen changes, I gave up and walked away.

Boris, welcome to the forum.

If the hard drive and optical drive are installed then try removing them to see if the boot up time improves. A failing piece of hardware can cause the BIOS to lag when the CMOS is detecting the installed hardware during boot up. Thus the press F1 request. If the boot time does improve then reinstall the drives one at a time and boot the machine to see what drive is causing the problem. If there is still a lag with either of the drives removed then try removing the modem and lan card to see if the boot problem improves. If you have more than one memory module, also try removing those one at a time and even switching slots for them.
