Is it safe to power a T21 with a 53W power supply?

Hi, the 72W (16V/4.5A) power apdater for my T21 for some reason randomly will "die" and send no power, but then it will begin sending power again. No idea why this happens, it also makes a very high frequency noise that I can hear faintly. I have a power supply for a 390E, it takes the same voltage but a lower current (3.36A), which makes it a 53.76 watt adapter. The plug fits my T21. Is it safe to use?

You should have no issues using that adapter.

For some reason the problem was the AC cord, for some reason it only outputs around 60V AC, instead of 120V. Have no idea why, it's just a cable with no circuity. Using a different AC cable fixed the problem, although the high-frequency sound is still there for some reason. My T21 also makes the noise while it's off and plugged into the AC adapter

Keep it up like that, and you'll soon be looking for another T21 (or have the Fire Brigade knocking on your door).
Dump Trump that 'noisy' charger and look for a properly working 72W one.

Over time the power cord plug will loose the tension that holds it in the power supply, resulting in intermittent power loss, replacing the power cord remedies the issue. As mentioned AC adapters do not push wattage/voltage, the laptop pulls what it needs, so an AC adapter regardless of it's wattage/voltage will not harm your laptop. The only issue is the AC adapter has the minimum voltage necessary, otherwise it will not run the computer. Further, the higher the wattage rating the less the AC adapter will be prone to overheating, so pay attention to the AC adapter temperature; some use a laptop cooler pad if the AC adapter gets too hot.
