T22 missing file to set up phone/modem

T-22 running W2000Pro. Modem used to work (for backup, travel, etc.) Now normal dial up stopped working.
When I try to recreate the dial up the following occurs:
Click on Start button
Click on Settings
Click on Control Panel
Click on Phone and Modem Options
A dialogue box comes up labelled location information
The first question is What country/region are you in now? This has an arrow with a pull down menu.
This menu is blank. All that pulls down is a white box about 3 inches long.

I must have done something, or my antivirus found a corrupted file that holds this data. Does anyone know the name of the file that holds the country/region information?

Reinstall modem driver. Best if you dowload fresh one from IBM website.
