ATI Mobility Radeon 7500 T30 Screen Blury at Bottom

I have had this laptop for serveral years, and I have never seen this happen before. I was able to correct the problem by disabling the ATI Mobility Radeon 7500 under Device Manager, reboot and re-enable the Display Adapter and that worked. But now I am having no such luck. I have tried everything from uninstalled the Display Adapter to updating the ATI Mobility Driver. I even updated the BIOS. Is there something in the REGISTRY, System Device or Nothing seems to work. I am pretty sure is isn't a hardware problem, because I was able to fix it before. Is it possible there is some kind of software conflict or driver conflict? My last resort is to do a System Restore. I have backed up all my data, just incase.
