T23 powers on no post..

I have a T23 that was given to me and the person that gave it to me said that there was a problem with it not post'ing. Ive replaced the CPU with a fresh 1.13GHz p3, hard drive, ram and cd rom.. took the cmos battery out for an hour and still the same problem, does everything the same as before.. This did the same with both the AC and battery in any combo being plugged in. Is there anything common that would be board level that might cause this? I am an experienced solderer and can replace fuses transistors. etc.. if necessary. any help would be appreciated. Thanks

Does the screen stay dark, no leds momentarily flash when you press the power button?

Did you try booting with the modem out?
